Before you render

Before you render across the Inner West

Across the Inner West, the question that decides a rendering job is usually not the finish but the address. Painting, plastering and cement rendering are exempt development under the State Codes SEPP only if the house is not a heritage item and not in a heritage conservation area. Large parts of Balmain, Birchgrove, Annandale, Haberfield, Ashbury, Stanmore and Petersham are inside conservation areas, so a re-render there needs development consent, or a written heritage exemption for like-for-like maintenance.

Six councils cover this region. Inner West Council still applies three older DCPs (Leichhardt 2013, Marrickville 2011 and the Ashfield-based 2016 plan); its consolidated draft DCP was exhibited in mid 2026 but is not yet in force. Canada Bay, Burwood, Strathfield, Canterbury-Bankstown and the City of Sydney each have their own heritage chapter. All of them say the same core thing in different words: original face brick and sandstone are not to be rendered, bagged or painted, while original render on older Victorian houses is to be kept and repaired.

The other region-wide factor is the harbour and Parramatta River. Peninsula suburbs such as Birchgrove, Balmain, Cabarita, Mortlake, Chiswick, Abbotsford and Drummoyne have many streets within 100 metres of salt water, where Unitex requires Class 4 or 316 stainless steel fixings for its EPS cladding system. No suburb in this region has mapped bush fire prone land.

Rules and site conditions across the Inner West

Each one from the council plan or data sheet it comes from.

  1. Heritage

Render and paint are not exempt in conservation areas

Under the Codes SEPP, painting, plastering and cement rendering are exempt development only where the house is not a heritage item or in a heritage conservation area. In those areas a re-render or a first coat of paint on brick needs council approval.

For your render: We check your address against these rules before quoting, so the render, finish and colour suit what the council allows there. Cement rendering

  2. Council

Three Inner West DCPs still in force

Inner West Council applies the Leichhardt, Marrickville or Ashfield DCP depending on which former council the address was in. The draft Inner West DCP 2026 was exhibited from 13 May to 28 June 2026 and had not been adopted when this was checked.

  3. Coast

    Harbour-side upkeep

On foreshore streets around the harbour, render needs more upkeep: Rockcote asks for its systems to be cleaned down every 12 months, and painted or textured finishes close to the coast more often. For polystyrene cladding within 100 metres of salt water, Unitex specifies Class 4 or 316 stainless steel fixing screws instead of its standard Class 3; check the distance for each address.

  4. Heritage

    EPS cladding is never exempt

Polystyrene (EPS) cladding counts as external combustible cladding in NSW, so it cannot be done as exempt development anywhere in the region; it needs complying development or a DA.

Thank you so much!”
    ★★★★★Gregory Williams ·
  • “We loved dealing with Ali and his team. They are all lovely and really good renderers. We wanted something a little different (a thickly applied splattered style) in some parts of the house,”bagged” in other areas and smooth render in other parts…all was no problem, and expertly done. All fairly priced too. We would definitely recommend Finishing Touch Rendering. Stephanie and David.”
